Could it happen - or is it
already happening?
Scenario for 2008: Sometime in middle to late
summer, perhaps early fall, a "terrorist attack," or an
economic or natural disaster occurs, allowing Bush to suspend the elections in
the name of "national security," and take the control of
the government via the "National Security Presidential
Directive/NSPD 51" and nearly identical "Homeland Security Presidential
Directive/HSPD-20," released by the White House May 9th
of this year (2007). He could remain in control as long as he
wanted.
From still rare but increasing "chatter" in the press to the
open and growing revolt within the U.S. military, led by nearly two dozen
leading military generals and admirals and supported by as many as 75% of
U.S. ground forces [according to some reports], there is a growing sense
that the United States is on a collision course in the next year with the
most serious threat ever posed to our nation.
That threat is
the possibility that President George W. Bush will use secretive powers
created solely by him, without the knowledge or consent of Congress or the
Judiciary, to declare a state of martial law and indefinitely suspend or
cancel the 2008 elections following a pre-election attack on Iran.
While a Constitutional crisis such as this seems, to most of us, quite
unlikely, such a move could spark a confrontation between the White House
and the military forces, who have taken the threat seriously enough to
draw up their own contingency plans for a military coup to strip the White
House of its powers and prevent it from launching a pre-emptive nuclear
attack on Iran.
This may sound like far-right fantasy fiction, but the alarms are
coming from both the left and right spectrums of U.S. politics - and are
borne out by some very disturbing facts.

First, there is absolutely no doubt that this president has indeed
given himself such powers, generated through "signing
statements" and "executive orders" and has repeatedly
claimed the White House is not subject to the same laws as the rest of the
nation.
Second, there indeed has been a "Revolt of the
Generals" that is far more serious than the public has been told by
the mainstream news media (MSM).
Third, it would not be the first time in recent American history that
the military has intervened to control a president's ability as Commander
in Chief.
It happened during the Nixon administration when President Nixon,
trying to divert attention from Watergate, called for a nuclear strike
against Vietnam but was ignored by the Joint Chiefs of Staff on the orders
of Gen. Alexander Haig and other top White House officials who feared
Nixon was mentally ill and was risking the destruction of the United
States.
Earlier, a group of super-wealthy right-wing industrialists financed a
coup against President Franklin D. Roosevelt which was only stopped when
the man they asked to lead the coup, Marine General Smedley Butler,
refused and instead alerted the nation, triggering an unprecedented
Congressional investigation.

Are there ever circumstances
under which it would be proper, even desirable, for America's military
to either (a) refuse to carry out unlawful orders, or (b) contain or
even overthrow the president?
The Jericho Report, so named in honor of the now-cancelled CBS series Jericho,
examines the facts supporting the possibility of an unlawful state of
martial law, its implications and consequences, and the possible military
resistance to such an order.
Abstract:
This paper reviews the budgetary politics and interService rivalries
involved in the formulation of President Dwight D. Eisenhower's
defense policies. Specifically, the paper chronicles the reaction of
the U.S. Army General Staff to proposals to greatly increase U.S.
reliance on strategic air power at the expense of Army force structure
and modernization. The impact of The Revolt on joint policy making in
general and Cold War defense policies in particular is chronicled. The
paper concludes with a discussion of the lessons of The Revolt for
those who make strategy and defense policy. While the Revolt had
little immediate impact on defense planning, it was part of a larger
series of events that culminated in the Goldwater-Nichols Act and
other reforms in the Department of Defense budget process and in Joint
Service planning and operations.

"inspection" of the commercial airlines has far, far
less to do with lax record-keeping and maintenance inspections
than it does an alarm received from a military satellite that
detected a "hot spot" (radiation emissions) over
Houston, settings off alarms of a "nuclear suitcase
bomb" smuggled aboard an airliner - whether
authentic or orchestrated (see the
top of this page).
Houston is the top target of the next
expected "terrorist attack", according to Gemstone
documents. Chicago is Target #2 and Portland is Target #3.
Attacks have already been attempted in Chicago (subway system)
and Houston (oil targets), as you will see.
